Entertaining and catering for 13 participants was an easy task to do in comparison to unravel the changes and updates caused by the new Biocide Product Regulation. Nevertheless the Biocide experts from ARCHE and pIEt consulting joined forces and successfully shed light on some of the specifics of the new Biocidal Products Regulation. 

 

While Piet Blancquaert gave a detailed explanation about the latest text of the BPR (link) and its interpretation, our own expert Hilde Dosogne gave a more practical approach to this topic. The main points to be noted from this training are:
- The EU parliament has voted on the BPR text on 19 January 2012, publication of the final text in the Official Journal is foreseen in Q1 2012 whereas the deadline for implementation of the BPR will be 01/09/2013.
- Meanwhile, the commission is working on the development of >30 additional legislations, procedures and guidance documents.
- The BPR text includes treated articles with as primary function biocide and in situ generated substances however physical and mechanical action are excluded.
- There is currently very limited experience with frame formulations. The definition of product families allows for more flexibility (e.g. the amount of one active substance can be reduced to zero in a product with more than one active substance) but additional guidance is still under development, especially with regards to the definition of "similar conditions of use".
- Registration fees will be high, and an additional fee will be charged by ECHA for the union authorisations.
- Authorisation holders of biocidal products need to monitor carefully the timelines of active substance registration: from the date of publication of the Directive on the active substance, there is only 2 years time to prepare and submit a BPD/BPR compliant product dossier because the date of Annex I inclusion is also the deadline for submission of biocidal product dossiers!
- The data requirements for biocidal product dossiers were discussed, and were compared between the BPD and BPR text. Some new data requirements are: a separate section on physical hazards, a more detailed description of exposure and a separate section on environmental fate and behaviour.
- Some useful tips on project management for biocidal product registration were given, and an overview of estimated costs for data building and dossier preparation were also presented.

    ARCHE presented at the International EQSPAE Conference  2011.   • 6th SETAC World Congres

    ARCHE is exhibiting at the 6th SETAC World Congress to be held 20-24 May 2012 in Berlin. In addition we are co-chairing a session on "Collection and use of monitoring data for environmental risk assessment of chemicals" scheduled on wednessday 23 May in the morning.
